strategic sport and leisure planning

- Working as part of the FIS consortium, NAA delivered strategic planning advice and support on behalf of Sport England to local authorities across the country - advice and support included, playing pitch strategies, PPG17, Active Places, Market Segmentation, facilities planning model (FPM) and all aspects of sports policy and statutory planning.
- NAA supported Sport England with the development of the needs and evidence base for sports facilities across the north-west region. The work provided the basis for the regional facility strategy.
- NAA was appointed by Birmingham City Council and Sport England to develop a long-term swimming facility strategy for the City. This was followed up by the production of a facility strategy for all built facilities.
- Wyre Borough Council appointed NAA to produce a long-term facility strategy and rationalisation plan for the council' leisure facilities.
- Neil Allen Associates (NAA) was appointed by Sport England to review the current 'Towards a Level Playing Field: A Guide to the Production of Playing Pitch Strategies' and support the development of new guidance document for the production of Playing Pitch Strategies.
- Recent Playing Pitch Strategy commissions for NAA, which have started to incorporate emerging changes include Northampton Borough Council, Waltham Forest Council, Merton Council and Cheshire West and Chester Council. All strategies have now been successfully completed and are helping authorities to attract funding through the new Sport England 'Protecting Playing Fields Fund'
- NAA have worked with a number of clients on the development of land assembly and asset transfer projects. NAA provided the leisure needs assessment and sports planning advice to Tranmere Rovers FC, to steer the club through the planning process with a view to the club taking over the long-term lease of a neglected local authority facility for the development of a new training and community centre. NAA also advised the Sir Walter St John Educational Trust in London on the development potential and value of a playing field site in their ownership, with a view to potential lease or sale transfer to a local not for profit organisation.
- NAA was appointed by Decathlon to support the roll-out of the Oxylane Sports Village concept across the UK. NAA have supported Decathlon with the development of a detailed needs and evidence base, utilising Sport England's strategic planning tools and helping to make the sporting case for development.
- NAA supported Mytholmroyd Community Association with the development of an evidence base for various sporting facilities and funding bids.
- NAA has been responsible for the development of various advisory materials: the strategic planning toolkit; the fit for purpose facility strategy framework and the guidance notes on feasibility studies ‘Modernising Community Facilities’.
- Blackburn with Darwen Council appointed NAA to undertake a strategic review of their leisure and culture facility infra-structure to inform the authority's BSF Strategy for Change submission. The strategy was critical in shaping BSF across the borough and was held up as an example of good practice by PfS.
- NAA worked with PE and Sport Stakeholder Groups to develop strategic facility proposals; setting out both school and community needs and a win-win scenario on behalf of Doncaster, Rochdale and Halton.
